I think it is one of those sayings that defies its own definition. Dogs can be very well trained but in this connotation I think it refers to a dog that wont do what you tell it to. A dog of a car is one that doesn't respond to driver input predictably IMO.

The tyres were the reason for a fairly boring race. Jenson Button alluded to this in his post race interview, "Like the old days, softer tyres would have made it more interesting, more options for strategy"
