I'm more interested in the holes on the top surface rather than whether people think it is or isn't legal. I think you missed the Unless the speed limit on the motorway is different where you are... I did not miss anything. What I meant is that it's difficult to confuse 65 mph and 65 kph. 65 mph is normal, 65 kph (which is around 40 mph) is almost too slow for UK motorway. Doesn't stop some silly driver...
