From what I've read, the issue for Alfa Romeo seems to be that the power to extend the contract for 2021 belonged to Kimi, so he's the one making the decision.

Charles Leclerc is the current GP3 champion-in-waiting, and a Ferrari junior.

Haas has said they won't hire him for next year though, haven't they?

I believe it was a weight issue rather than any inferiority in equipment. I think he was 16kg+ heavier than Stevens and in an already heavy car he could do nothing with ballast whereas Stevens could.
