I don't think this is anywhere near as serious as many are making out.
As an aside, I think race bans should always be avoided except for in the most extreme cases. If I was a Vettel fan with tickets to Interlagos, and he had received a race ban, I'd be quite profoundly more than annoyed.

I doubt Hamilton can be as forceful with Rosberg at T1 as he was last year. At this stage in the championship, the guy leading on points is probably less concerned by a double DNF as the guy behind. As may have been the case in Spain this year, one might argue.

Just watched the Lewis interviews. It is clear that any suggestions of conspiracy are being amplified massively by the media. And this would be clear even if the media didn't benefit directly from talk of conspiracy.
