From what I read the main issue Ferrari had last year was on the ERS side. i.e. not able to generate enough energy (turbo too small) and being able to store and deploy this. Increasing the power is not that difficult especially if you increase the fuel flow and at the same time increase the ERS side. Pirelli wanted to make the tyres wider for 2014 but could not get agreement. This was to give better grip for the amount of torque available from the new engines. This year we will have the same tyres (size anyhow) but even more powerful engines.

The FIA should just close the loophole by issuing a clarification/amendment. Not the first time they have done this. Guess they were happy to leave this open to appease Renault and Ferrari who were pushing for this. But now Honda have come out against this then they should all have the same deadline...
