Agree with making the cars smaller in general.
Remove engine modes, spec mug-h.
Restrictions on area of the car a team can develop, the higher up the standings the less parts of the car you can develop after itnial testing.

They pay a 30% tax on every dollar over the cap that they spend which gets given to the bottom 3 teams in the constructors championship. Want to Spend $650 million? I support what I call a soft Budget cap. $200 million but for every $1 spent over that teams pay a 10% tax into a tax pool dividend amoung the teams at the end of the season.
