I think it's up in the air because of the contact. If there were NO contact, it would be a slam dunk. No penalty. But the contact muddies the water.

Normally aspirated, electronic fuel injection.

7 speed max Gearbox

Replaceable (during pit stops) battery pack, charged off car. Augmented by braking energy generation.

No refueling.
