but officially the harshness was because they were found blatantly "not" telling the truth in the hearings.

After qualifying there are other events on the track, if all 10 cars decided to pull over after the finish line not only is it a safety risk but it would make everything run late after qualifying. I believe the basic reason for the qualifying rule is of a very practical nature. If it was allowed to park the car on the track, instead of driving it back to the pit, everyone would do it to save the last 1000th of a second.
