Its A traffic light system at the pit entrance to signify that the pit lane is open or closed and to signify if your going to the weigh bridge. Like every other grand prix but 1 in the last 50 or so years.

Mugello is a medium speed circuit. And there is a combination of corners that is flat out. Merc have a track preview on there youtube channel which is worth a look.

There is not a pit entry light at the start of the pit lane. As per regulations.
Never have I seen a pit lane entrance with no lights at the start of the pit lane to say the pit lane is closed.
