just like "black" may be interpreted as "white". This kind of argument makes no sense and would not stand infront of a legal court fex. 'Any' and 'all' are not akin to 'black' and 'white.' But fairness is not the key issue. Otherwise, the rules would find a way to avoid safety cars / mid-race stoppages (or whatever else may artificially bunch up the field).
