Yep, you have exactly that one example of leniency. Which can probably be found for every driver on the grid. But only when it comes to Verstappen it appears incredibly annoying and out of bounds. I realize FIA stewarding doesn't operate by precedent (it sometimes seems to operate by the magic eight-ball), but it's an awfully dodgy look to establish between two races that deliberately cutting a chicane to overtake a competitor is worse than deliberately ramming a competitor.
