Yeah you are right. I am still confident that it will make them weaker rather than Stronger. I think Merc probably know that as well, which makes it a tough call, but it's fair that it would certainly be more entertaining.

For me if you start to penalize Norris or other drivers in similar situations to that then it starts to swing the balance to far in favour of the overtaking driver.
