Correct me if I'm wrong, but the calculations seem off. You start off with a value of how many kWhr it takes to light the track. This is a measure of Energy. Not a measure of power. Pretty sure they can change the final drive ratio (ring and pinion) at each track, they just cant alter each individual ratio.

Would be awesome to see 400kph like the '94 LeMans before they added the chicanes down Mulsanne

I predict them to be a bit slower, but we're all unsure on the tires, and I'm certainly not sure how much the gear ratio changes will affect the actual power output from the cars. I think you're maybe implying that Ferrari declined to supply STR due to their secrets leaking to RedBull ?? If so, I agree, and I personally wouldn't want to supply RBR's backup team either if I were a company with it's own works operation in F1.

They can change the final drive ratio for each track, but at some point thousands of gearchanges in a race becomes more time lost and more of a reliability problem with the gearbox. Especially with a high torque car, I think at Monaco teams might opt to set the final drive so the car only uses 6or7 ...

I think if anything, they should have limited the car's to 1.5L turbo V8's and mandated a production head. And I mean a full production head casting, no modification other than porting and obviously better cams. It would be somewhat relevant because all the manufacturers make a V8 or 4cylinder engin...
